A political action committee that has served as one of the main vehicles for George Soros’ political spending in Texas may find itself in hot water after failing to file campaign finance disclosure reports in connection with the State Senate District 9 special election that took place earlier this month.
Democrat Taylor Rehmet, who is running to fill the vacancy in State Senate District 9 caused by Kelly Hancock’s resignation to become Acting State Comptroller, reported receiving in-kind contributions from the Texas Majority PAC in connection with his campaign. The contributions consisted of texting and dialing services for $1,934 on September 2, 2025, and $4,614 on September 23, 2025.
Rehmet earned 47.57% of the vote in the special election, with Republican Leigh Wambsganss coming in second with 35.94%. Rehmet and Wambsganss will face off in a runoff election scheduled for January 31, 2026.
Under Texas law, any political action committee that has any activity in connection with a particular election must file campaign finance reports in connection with that election. Based on the in-kind contributions reported by Rehmert, the Texas Majority PAC was required to file a 30-day pre-election campaign finance report on October 6, 2025, and an 8-day pre-election campaign finance report on October 27, 2025. The Texas Majority PAC failed to file either of these reports.
The Texas Ethics Commission, which enforces campaign finance laws in Texas, has initiated an inquiry into potential violations of the Texas Election Code related to the missing reports.
In a letter dated November 12, 2025, Texas Ethics Commission staff notified the Texas Majority PAC’s campaign treasurer, Jason Lee, that it had accepted jurisdiction over a complaint against him related to his alleged failure to file campaign finance reports for the Texas Majority PAC in connection with the special election and failing to disclose the Texas Majority PAC’s political contributions and political expenditures in during 30-day and 8-day reporting periods before the special election.
Lee was given 25 business days to provide a written response to the Texas Ethics Commission.
Since its creation nearly three years ago, the Texas Majority PAC has received at least $7.45 million directly from George Soros and more than $2.8 million from groups backed by Soros.
Earlier this year, the Texas Democratic Party announced its partnership with the Texas Majority PAC on a program called “Blue Texas.” In a press release announcing the launch of “Blue Texas”, the project was described as “an ambitious statewide campaign that will invest eight figures to elect Democrats up and down the ballot in 2026.
As previously reported by The Texas Voice, The Texas Democratic Party has also found itself in its own share of controversy over campaign finance violations.
On June 13, 2025, the Texas Ethics Commission approved an order in which former Texas Democratic Party State Chairman was ordered to pay a $1,000 penalty to settle allegations that Hinojosa, as Campaign Treasurer of the Texas Democratic Party, violated state campaign finance laws. The order involved an entry on the Texas Democratic Party’s July 2024 campaign finance report, which reflected a $5,668.85 contribution from “Anonymous, Anonymous” on June 11, 2024. The donor’s occupation was listed as “Justice Warrior,” and the employer was listed as “Mother Earth.”
As part of the agreement, the Texas Democratic Party was required to disgorge the $5,668.85 in questioned contributions and donate the funds to charity.
